| 绍兴素有“七山一水二分田”之称，山区比重较大，发展山区经济、建设“山上绍兴”意义重 大。文章运用调查研究、现场走访、资料分析等方法，在梳理绍兴65个山区乡镇发展的基础与优势、问题 与不足、机遇与潜力基础上，提出了加快建设“山上绍兴”的总体思路、主要目标、重大任务和保障措施 等，为政府决策提供参考。 |

| 基金项目:该课题以乡镇为研究地域单元，采用定性定量相结合、以定量为主的方法界定山区乡镇范围。其中，林地和园地面积占比超过50%乡 镇直接界定为山区乡镇，全市共63个乡镇;另外，驿亭和永和林地园地面积占比虽低于50%，但考虑两镇地形地貌特征，并参考林业、农 办等部门意见，也划入研究范围。 |

| The mountainous area in Shaoxing takes 70% of total area. The development of mountainous area has great significance. Based on the empirical data of investigation， survey and analysis， this paper generally intro- duced the basic situation， problems， potentials of 65 mountainous areas in Shaoxing， put forward some recommen- dations to accelerate the development of Shaoxin economy. |
