补充耕地数量质量按等级折算的应用研究——以大理至丽江铁路为例

摘要:
随着社会经济的发展占用了大量耕地,但大部分地区在补充耕地时,仍然只强调其数量而忽视质量,为确保增加耕地数量,提升补充耕地质量,解决粮食安全问题,而开展农用地分等成果在补充耕地数量质量按等级折算中的应用研究。该文基于云南省农用地分等成果,以大理至丽江铁路的占补平衡项目为例,采用回归分析、面积加权平均等方法,获得了基于农用地利用等指数的折算系数,构建了利用等指数折算系数的标准应用模型,将补充耕地的数量和质量与被占用耕地等级挂钩进行折算。研究结果表明:采用农用地利用等指数和标准粮产量建立的数学模型,计算出利用等的折算系数符合补充耕地项目的实际情况,满足了云南省土地利用水平和社会经济发展水平差异较大情况下的实际应用需求,为实现全省内占用耕地和补充耕地在数量和质量上的平衡提供了一种理论依据和技术参考。

Abstract:
With the social and economic development constantly and rapidly, a large number of cultivated lands were occupied. However, it still emphasized the quantity rather than the quality of the complemented cultivated land in most areas. The agricultural land classification was used to ensure the quantity and quality of supplemental farmland and to solve the problem of national food security. Based on the agricultural land classification achievement of Yunnan Province, the paper took Dali to Lijiang railway which was occupied and compensated for the example. The method of Regression analysis and area-weighted average were used to get conversion coefficient index by utilization grade index of agricultural land. The standard application of the model was constructed based on the index conversion coefficient of utilization, which converted the grade between the quantity and the quality of cultivated land. The results showed that the coefficients of utilization grade calculated by the mathematical model of agricultural land, which was established through the regression analyses on utilization grade index and the standard grain production, was reasonable and useful in the supplementary cultivated land projects. The method was useful for the practical application in different socio-economic development levels of Yunnan. It provided a theoretical basis and technical reference for achieving the balance between the quantity and the quality of the supplemented cultivated land.
