| 在稳定家庭经营制度的基础上,按照十七届三中全会要求,坚持依法自愿有偿原则,允许农民在其承包期内,根据国家有关政策流转土地经营权,我们在天水市麦积区积极探索出了一套以建立健全土地流转服务体系、规范土地流转程序、先行试点在全面积极稳妥推进,积极创新流转方式、制定优惠政策引导扶持土地流转、完善土地流转规章制度强化监督管理、完善保障机制的做法。以龙头企业流转模式、种养大户流转模式、农民专业合作社流转模式、政府示范园区流转模式、农户之间流转模式来全面推进土地流转,从而进一步提高土地经营效率,促进了产业规模经营,增加了农民收入,吸引了社会资金反哺农业,促进了农村劳动力转移,为全面对推进农业结构战略性调整,发展农业产业化经营起到了十分重要的意义。 |

| On the condition of stabilizing family operation system and in accordance with the requirements for the third plenary session of the 17th,the farmers are permitted to transfer the land use management rights in the contract period according to the relevant state policy circulation of land management.This paper actively explore an effective method in Maiji district of Tianshui city to establish and perfect the land circulation service system,standardize the procedures of land circulation,first pilot in actively yet prudently proceed with comprehensive,positively innovate land transfer,formulate preferential policies to guide support land circulation,perfect the land circulation rules to strengthen supervision and management,and perfect the safe guard mechanism.It put forward that adopting these transfer modes,i.e.,leading enterprises transfer mode,planting and large household transfer mode,the farmers' professional cooperatives transfer mode,government demonstration garden circulation mode,transfer mode between farmers can fully promote the land circulation,so as to further improve the efficiency of land management,promote the industrial scale operation,increase the farmers'income,attract social capital back -fe
ding agriculture,promote the rural labor transfer,and play a very important significance in the strategic adjustment of agricultural structure,and the comprehensive development of agricultural industrialization management. |
