| 该研究以恩施州为样本，采用历史数据与现场调研相结合、宏观分析与具体案例相结合的方法， 重点研究了三次产业发展状况及其对经济社会全局的贡献，梳理了三次产业彼此之间双向支持的对应关 系，认为国民经济是一、二、三产业协调发展的有机整体，近年来恩施州三次产业均实现了快速增长、对 国民经济发展贡献各异，其中第一产业增速和贡献率稳定，第二产业增速快、贡献大，第三产业增速加快、 贡献率增大。在深入分析三次产业协调发展的主要影响因素后，该研究认为，以恩施州为代表的武陵山区 三次产业协调发展面临4方面需要关注的问题。在此基础上，该研究提出了促进武陵山区三次产业协调发 展的政策建议，得出了促进武陵山区三次产业发展的基本结论。立足山区实际，统筹编制产业发展规划; 集中壮大一批市场主体;强化科技支撑;创新机制，通过试点示范，辐射带动山区经济整体快速健康发展。 |

| Taking Enshi as an example， using the combination methods of historical data and field research and the combination of macro analysis and specific case， this paper studied the development situation of three-time indus- try as well as its contribution to the overall economic society. Then， the paper combed corresponding relationship of bidirectional support among three-time industry. It indicated that the national economy was an organic integrity for the harmoniously development of the primary， secondary and tertiary industry. In recent years， the three-time in- dustry in Enshi had realized rapid growth， which made different contributions to national economic development. The growth and contribution rate of the primary industry were stable; the secondary industry grew rapidly and had great contribution; the growth of tertiary industry accelerated fast and its contribution rate grew.After deeply analy- sis of the main influence factors of the coordinated development of three-time industry. This research found that the coordinated development of three-time industry faced four aspects of problems in Wuling Mountain Area. On the basis of that， this research proposed policy suggestions to promote the coordinated development of three-time industry in Wuling Mountain Area， and drew basic conclusions to promote the development of three-time industry in Wuling Mountain Area， i.e.， to plan the industrial development based on practical situation of mountain areas， to strengthen a group of market entities， to promote scientific and technological support as well as innovative mecha- nism; to motivate and expand the rapid and healthy development of mountain through demonstration pilot project. |
