| 土地制度是国家的基础性制度，事关经济社会发展与国家长治久安。文章以北京大兴区为例，对 农村集体经营性建设用地入市改革中的实施主体、收益分配等5个关键问题进行了深入探讨，旨在进一步 统一思想、凝聚共识，推动农村集体经营性建设用地入市改革试点工作有力、有序、有效进行。 |

| Land system is a national fundamental system. It is relevant to the nation's long-run security as well as economic and social development. Taking Daxing District， Beijing as an example， this paper deeply analyzed five key issues of the market entering reform of rural collective business construction land， such as the implementation subjects， revenue distribution， and so on.The results can further concentrate common minds and enhance consen- sus to vigorously， orderly and effectivelypromotingthe reform of rural collective business construction land. |
