| 水产品质量安全可追溯性对经济和社会发展至关重要，是保障水产品质量安全重要的政策工具。美国的水产品质量安全可追溯体系的建设处于世界领先水平，相关的法律和技术应用体系已趋于完善成熟，值得我国相关部门的借鉴。基于水产品质量安全可追溯政策工具的特点，文章从中美两国有关水产品质量安全可追溯性的法律法规和相关标准体系、监管部门设置和运行、技术的发展和应用方面进行比较，通过比较发现相对于美国水产品质量安全可追溯治理机制，中国有关水产品质量安全可追溯的法律法规不明确； 相关政府监督机构设置分工混乱、权责不明； 水产品可追溯治理的信息化技术的应用比较落后。最后，该文提出要完善法律法规标准，打好水产品质量安全可追溯体系的基础； 整合管理部门资源，提供水产品质量安全可追溯机制的保障； 加强技术开发运用，推广落实水产品质量安全可追溯体系。 |

| The traceability of the quality and safety of aquatic products is essential for the economic and social development, which is the important policy for guaranteeing the quality and safety of aquatic products. The traceability construction of the quality and safety of aquatic products in USA plays the leading role in the world.Comparing with the US, the legal basis of China about the traceability of the quality and safety of aquatic products is not very explicit. The government supervision agency is indistinct, the power and duties are ambiguity. The application of information technology inaquatic products traceability is very laggard. At last, the paper put forward that it should establish legal and standards for the quality and safety of aquatic products traceability, integrate the management departments′ resources to provide security for the aquatic products traceability, and strengthen the application of technology development to implement the extension of quality and safety of aquatic products Traceability. |
