| 新阶段“三农问题”出现了许多新情况，新一代农民不懂务农、不愿务农，农户分化导致农业兼业化副业化普遍，农村土地流转制度创新已成为改造传统农业和发展现代农业的重要手段，农村土地承包经营权流转是现代农村社会经济发展的必然。文章通过对南昌市农村土地承包经营权流转与社会经济发展调研分析，土地流转在全省处于领先水平，但区域内差异明显、总体规模不高，参与农户增多，操作规范性增强，有加快发展的趋势。从土地流转的社会经济背景与影响因素看：一是农村劳力务农比例不高，只有38%的劳动力从事农业生产； 二是农民农业生产性收入有限，大约占农民人均纯收入的40%左右； 三是农业生产成本提高收益非常有限， 2007～2013年早晚双季稻平均收益由9268.5元/hm2增长到1.5075万元/hm2，平均纯收益增长速度为10.4%，但平均每667m2成本增幅到达11.6%，平均生产成本增幅高于收益增幅。总体上看，农村土地流转与社会经济发展关联非常密切，农户分化、土地流转是农户追求农村人地资本综合效益的最佳化的结果，为促进农村土地承包经营权健康流转，需要进一步规范新型农村人地关系，防范农村土地利用中的一些不良行为。 |

| The new stage of the "three rural issues" appeared a lot of new cases, for example, new generation farmer does not understand farming and is unwilling to farming, rural household differentiation leads to agriculturalsideline generally. Therefore,the innovation of rural land transfer system has become an important means for the transformation from traditional agriculture to modern agriculture development, the circulation of rural land contracted management right is the inevitable result for the social economic development of modern countryside. By the investigation analysis of Nanchang city on rural land transfer and economic development, the land transfer of Nanchang cityis inthe leading level, but regional differences are obvious and the overall scale is not high.The results from the social economic background and influence factors of land circulation showed that: (1）the proportion of rural labor to farming was not high,only 38% of the labor force engaged in agricultural production; (2）the farmers′agricultural income was limited, about 40% of the per capita net income of farmers; (3)the agricultural production cost increased and the agricultural income decreased, the income from double riceincreased from 617.9 yuan to 1005.0 yuan/mu with10.4% of the growth rate of per capita net income , but thecost increasedto 11.6%. The increase in the average production costs was higher than the growth rate of net income from 2007-2013.On the whole, the rural land circulation was closely related to the social economic development, the rural household differentiation and the land transfer were the results of optimal benefits based on labor and land recourse. In order to promote the rural land health transfer,it needed to further improve the rural human-land relationship and prevent some bad behaviors in the rural land use. |
