| 生态旅游业的发展能促进农村经济的快速发展。文章从资源现状分析入手，构建河南省生态旅游资源开评价体系，以区位商法、特尔菲法与加权求和的方法，对河南省生态旅游资源开发的优势及潜力进行评价，结果显示： 70～100分的一级开发区包括郑州、洛阳， 46～69分的二级开发区包括焦作、新乡、济源、安阳、南阳、开封， 30～45分的三级开发区包括驻马店、平顶山、三门峡、鹤壁、信阳， 10～29分的四级开发区包括商丘、濮阳、漯河、许昌、周口。并分析河南省在生态旅游资源开发中存在对概念理解不够全面，缺少特色资源； 旅游经济的带动性不足，旅游产业的外向度较低； 资源开发不当，生态环境失衡； 管理体制不完善，管理水平需要提升等问题，针对性地提出打造精品景区，发展高端市场； 加大宣传力度，提高旅游外向度； 加强规划监管，完善法律法规； 培养相关专业人才等资源开发策略，旨在为河南省生态旅游发展提供参考。 |

| POTENTIAL EVALUATION ON ECO-TOURISM RESOURCES AND SUSTAINABLE DEVELOPMENT STRATEGY IN HENAN PROVINCE |

| Development of ecological tourism in Henan province can promote the rapid development of the rural economy. This paper analyzed resources status, constructed evaluation system of ecological tourism resources, and evaluated the advantages and potential of the development of ecological tourism resources in Henan province using the methods of location quotient, Delphi and the weighted summation. The results showed that the first level of development zone with 70~100 points included Zhengzhou and Luoyang, the secondary development zone with 46~69 points included Jiaozuo, Xinxiang, Jiyuan, Anyang, Nanyang, Kaifeng, the third development zone with 30 to 45 points included Zhumadian, Pingdingshan, Sanmenxia, Hebi, Xinyang, and the lowest development zone with 10~29 points included Shangqiu, Puyang, Zhoukou, Luohe, Xuchang. And then, it analyzed the problems existing in the ecological tourism resources development, for example, the conceptual understanding was not enough, lack of characteristic resources and tourism economy industry, ecological environment was imbalance, and the management system was not perfect. Finally, it put forward the resources development strategy, such as create the core scenic spot, intensifying propaganda, improving the tourism extroverted degree, strengthening the supervision of planning, perfecting the laws and regulations, and enhancing the training of specialists in the field of related resources, etc.. |
