南京市浦口区农村居民点整理现实潜力测算——基于农户意愿修正的实证研究

摘要:
[目的]以南京市浦口区为例,通过问卷调查,得到农户意愿影响因素数据,结合自然、经济限制因素,测算农村居民点整理的现实潜力。[方法]运用层次分析法确定指标权重,建立农村居民点整理的综合指标体系,综合运用多因素综合评价方法。[结果](1)区域内9个街道的理论潜力为2 260.298 148万m2,其中,桥林街道的理论潜力最大,为831.499 671 7万m2; 泰山街道的潜力综合修正系数最大,为0.759 5; 汤泉街道的潜力综合修正系数最小,为0.479 0。其现实潜力为1 228.514 406万m2,仅占理论潜力的54.35%。其中,桥林街道的现实潜力最大,为503.722 501 1万m2。各街道的综合修正系数介于0.400 0~0.800 0之间,表明各街道理论潜力在整理的过程中释放的程度不同,综合修正系数与理论潜力释放的可能性呈正相关关系,前者越高,后者相应也越大。(2)农户意愿、自然因素、经济因素都对理论潜力转化为现实潜力的过程具有较大影响。[结论]在农村居民点整理现实潜力测算的基础上,提出了针对农村居民点整理工作开展的政策建议,为推动农村建设用地再开发提供参考。

CALCULATION OF REALISTIC POTENTIAL FOR LAND CONSOLIDATION OF RURAL SETTLEMEMTS IN PUKOU DISTRICT OF NANJING CITY——AN EMPIRICAL STUDY BASED ON THE FARMERS′ WILLINGNESS

Abstract:
With the continuous economic and social development, the contradiction between supply and demand of construction land is becoming increasingly serious problem. The development mode of construction land extensive expansion was not sustainable due to the limit bearing capacity on resource and environment. Rural residential land consolidation as an important part of the land renovationwas an important way to solve the problem of construction land supply constraints and improve the intensive level of construction land. The purpose of this study was to evaluate the real potential of rural settlements in Pukou district of Nanjing using the method of multi-factor comprehensive evaluation. The factors influencing farmer′s willingness were obtained by questionnaire. Based on analytic hierarchy process method, the comprehensive index system of rural settlements was constructed by combining the natural and economic factors. The results showed that, (1) the theoretical potential of nine streets in this area was 22 602 981.48m2, of which the Qiaolin Street was maximum (8 314 996.717 m2). The comprehensive correction coefficients in Taishan Street and Tangquan Street were 0.75and 0.47. Its actual potential was 12 285 144.06m2, which only accounted for 54.35% of the theoretical potential. The largest real potential was in Qiaolin Street(5 037 225.011m2). The comprehensive correction coefficient in each street was between 0.400 0~0.800 0. There was a positive correlation between the comprehensive correction coefficient and theoretical potential; (2) farmer′s willingness, natural factors, and economic factors had great influences on the transformation of theoretical potential of rural settlements into realistic potential. Finally, based on the calculation of the realistic potential of rural residential land consolidation, the policy recommendations to promote the development of rural construction land were put forward.
