[目的]土地整治是实现坚守耕地红线、改善耕地质量和推进农业供给侧结构性改革目标的重要举措,该研究借助地图、统计和实地调研数据从土地平整、田间道路、排灌条件、生态防护和社会效益5个维度出发构建评价系统,评价土地整治成效。[方法]评价系统借助专家打分赋权,各指标借助熵权法进行客观赋权,整治成效借助熵权Topsis模型进行评价。[结果](1)评价指标差异较大,耕地连片度的变异系数高达61.92%,说明工程实施前后田块破碎度变化最大,其他指标均属于中等变异。(2)专家打分显示道路通达度工程实施后得分增加72%,增至86分,其余指标得分也有不同程度的增加,平均增幅为35%。(3)土地整治评价值最高区域(Ⅰ级)位于县城周边辐射的中部地区,北部明月山和南华山山脚所在浅丘平坝区,占比53.42%,呈“H”型分布格局。Ⅱ级区域主要分布在北部两山所夹槽谷区和中部的浅丘平坝区,占比2804%,呈单核状分布格局。Ⅲ级区域主要分布南部鹤大台地区,占比仅为18.54%,呈面状集聚分布。[结论]通过垫江土地整治成效评价发现,熵权Topsis模型所得结果具有客观性、易操作性,对于后续土地整治评价具有一定参考。 |

THE EVALUATION OF LAND CONSOLIDATION EFFECT IN HILLY REGION OF SOUTHWEST CHINA——A CASE STUDY IN DIANJIANG, CHONGQING |

Land consolidation has become the key point to protect the line of cultivated land, improve the quality of arable land, and promote the structural reform of agricultural supply side. Based on map data, statistical data and actual field survey data, this paper built evaluation system from five dimensions, such as the land flat condition, roads, irrigation and drainage conditions, ecological protection, and social benefits, and evaluated the results of land consolidation using the entropy weight Topsis model. The results showed that: (1) The evaluation index difference was large, the coefficient of variation of cultivated land was 61.92%, showing that the field fragmentation changed largely before and after the project construction. (2) The scores of the road accessibility increased by 72%, up to 86 points after project construction, and the rest of indices increased in varying degrees, with an average increase of 35%. It showed that the effect of land consolidation project was better after implementation. (3) The highest value of land consolidation area (I level) was located in the central part of the county surrounding with county, Mingyue mountain and Nanhua mountain in shallow hill pingba, which accounted for 53.42% of total area and showed a "H" type distribution pattern. The effective area of the land consolidation project was extensive. Class II region mainly distributed in the valley region of the northern two mountains and the shallow hill pingba area in the central part, accounting for 28.04% and presenting a single-core distribution pattern. Class III region mainly distributed in the southern crane region, with a proportion of 18.54%, indicating that the less effective area after the land consolidation project construction was small. The results of the Topsis model of entropy weight were objective and characteristic, and can provide some references for the subsequent evaluation of the land consolidation. |
