北京市耕地生态价值评估与时空变化分析

摘要:
[目的]合理测算北京市耕地生态价值,分析区域内部生态价值差异和变化规律,为区域耕地保护和多功能利用奠定基础。[方法]基于北京市耕地利用数据,结合生态经济学原理与方法,确定了包括气体调节功能、净化环境功能、涵养水源功能、固土保肥功能和营养物质循环功能在内的耕地生态价值的类型,采用影子工程法、机会成本法和替代成本法等方法,构建了不同功能的评估模型,并以北京市1980年、1995年、2000年和2013年的土地利用现状图为基础,对4期耕地生态价值进行了评估,分析了其空间分布状况。[结果]1980~2013年,耕地生态价值从远郊区到中心城区逐渐降低,1980~2013年,耕地生态总价值由1980年的122.54亿元减少到1995年的94.27亿元,后增加到2000年的102.72亿元,到2013年又减少到76.90亿元;各区耕地生态价值都呈现了明显的下降趋势,不同区耕地生态价值变化规律有所不同。[结论]研究结果为区域耕地保护和多功能利用奠定了基础,也为制定生态补偿政策及确定生态补偿标准提供了参考。

EVALUATION AND SPATIO-TEMPORAL ANALYSIS OF ECOLOGICAL VALUE OF CULTIVATED LAND IN BEIJING

Abstract:
Cultivated land resource is an important resource for human survival and development, which undertakes the function of ensuring food security and social stability. The value evaluation of cultivated land resources has important practical significance and a theoretical basis for the protection of cultivated land. The purpose of this paper was to reasonably estimate the ecological value of cultivated land in Beijing, analyze the difference and change rule of regional ecological value, and lay the foundation for the protection and multi-functional utilization of cultivated land in the region. Based on the data of cultivated land use in Beijing city, combined with the principle and methods of ecological economics, the ecological function were determined of cultivated land including gas regulation, environment purification, water conservation, soil conservation and nutrient cycling function, and then the evaluation function models of each function were established using shadow engineering method, opportunity cost method and opportunity cost method and others. The ecological value of cultivated land was evaluated and the spatial distribution situation was analyzed in Beijing city in 1980, 1995, 2000 and 2013 of the current land use map. The results showed that, the ecological value of cultivated land decreased gradually from the outer zone to the center from 1980 to 2013, the total value of ecological land was reduced from 12254 million yuan in 1980 to 9427 million yuan in 1995, then increased to 10272 million yuan in 2000, and reduced to 7690 million yuan in 2013. The ecological value in the district showed a significant downward trend, the change of cultivated land ecological value of different counties was different. The results can provided a foundation for the regional cultivated land protection and multi-function utilization, and a reference for the development of the ecological compensation policy and the determination of the ecological compensation standard.
