杨凌农业科技示范园区创新能力评价

摘要:
[目的]文章以对园区创新能力进行科学合理的评价为目的分析了杨凌农业科技示范园区2013—2015年3年来的创新能力发展状况,从技术创新能力、制度创新能力与创新环境支撑3个方面出发构建评价指标体系。[方法]在查找与园区创新能力相关文献和数据的基础上,采用层次分析法和模糊评价法,对杨凌现代农业示范园区创新能力进行纵向对比分析。[结果]杨凌现代农业示范园区的创新能力逐渐提升; 2013年、2014年、2015年园区创新能力得分分值不断增加,其分值分别为1710 2、2314 6、2518 2; 其创新能力对应的等级从2013年和2014年的一般发展到2015年的良好。[结论]2013—2015年,园区的经费与科技人员等投入充足,科技孵化能力增强,各项科技收入增加,表明技术创新能力有所发展; 制度创新能力在各项政策的大力支持下也进步明显,其中园区创新环境支撑的飞速进步对园区创新能力发展的贡献最大。

EVALUATION OF INNOVATION ABILITY OF YANGLING TECHOLOOGICAL AGRICULTURE DEMONSTRATION PARK

Abstract:
Science and technology innovation is an significant power to promote national economy sustainably. As an important part of innovation cause in our country, the technological agriculture demonstration park can play the role of demonstration and promotion effectively, and also it can improve the transformation from traditional agriculture to technological agriculture, so the evaluation of the technological agriculture demonstration park has the very vital significance. In order to make scientific and reasonable evaluation of the innovation ability of the technological agriculture demonstration park, the paper sought a lot of documents and data related to the innovation ability of the technological agriculture demonstration park, with this as a basis, the paper evaluated the innovation ability of Yangling Technological Agriculture Demonstration Park in the vertical comparison from the technological innovative capabilities, institutional innovation ability and the supporting of the innovation environment, the methods used in this paper were analytic hierarchy process (AHP) and fuzzy comprehension evaluation(FCE). The result showed that the innovation ability of Yangling Technological Agriculture Demonstration Park had gradually enhanced in recent years. From 2013 to 2015, the score of the park innovation ability had an increasing trend, they were 1.7102 in 2013, 2.3146 in 2014 and 2.5182 in 2015. The corresponding level of innovation ability was improved, the level of innovation ability was the general in 2013 and 2014, then in 2015, it became to the excellence . The detailed analysis showed that, from 2013 to 2015, the expenditure and technicians of the Yangling Technological Agriculture Demonstration Park were fully invested, at the same time, the ability of the technological incubation was growing, and the income related to the science and technology innovation activity was increasing, these all meant that the technological innovation capacity of the Yangling Technological Agriculture Demonstration Park was in a state of developing. With the strong support of various policies, the institutional innovation ability of the park had also improved significantly. And the innovation environment has been developing fast in recent years, so it has given the greatest contribution to the development of innovation capacity of the Yangling Technological Agriculture Demonstration Park.
