| 目的］为有效测度、评价和提高河南省乡村旅游的扶贫效益、把握脱贫工作的不足和方向，构建了河南省乡村旅游精准扶贫绩效评价体系，并根据该指标体系对河南省国家级贫困县——固始县的乡村旅游精准扶贫绩效进行评估。［方法］文章采用层次分析法计算指标权重，采用加权评分法计算乡村旅游精准扶贫绩效综合得分值。［结果］2016年固始县旅游扶贫绩效综合得分为9166分，根据该文确定的等级评价标准，其旅游扶贫绩效处于良好等级。对旅游扶贫效益综合得分值贡献最大的指标是贫困户脱贫率， 2016年固始县贫困户脱贫率为6061%，脱贫综合成效明显。通公路率、计算机普及率、基本养老保险普及率、沼气入户率是限制固始县旅游精准扶贫绩效等级提升的主要指标。［结论］开展乡村旅游对河南省脱贫攻坚具有很大的推动作用，政府应加大对发展旅游扶贫的支持力度，最大效用发挥乡村旅游在扶贫工作中的效益。且下一步旅游扶贫要着重从提升贫困地区居民生活水平方面入手。 |

| In order to effectively measure, evaluate and improve the poverty alleviation benefits of rural tourism in Henan province, and grasp the insufficiency and direction of poverty alleviation work, the study constructed a performance evaluation system for precision poverty alleviation of rural tourism in Henan province,and evaluated performance evaluation of rural tourism accurate poverty alleviation in Gushi county.Analytic hierarchy process (AHP) was used to calculate index weights, and a weighted score method was used to calculate the comprehensive scores of accurate poverty alleviation performance of rural tourism. In 2016, the comprehensive score of tourism poverty alleviation performance in Gushi county was 91.66 points. According to the rating criteria determined in this paper, its tourism poverty alleviation performance was in a good grade. The most important indicator of the overall score of tourism poverty alleviation benefit was poverty stricken households′ poverty alleviation rate. In 2016, the poverty stricken households in Gushi County had a poverty relief rate of 60.61%, and the comprehensive effect of poverty alleviation was obvious. The highway access rate, computer penetration rate, penetration rate of basic pension insurance, and the rate of biogas households are the main indicators that limited the improvement of the tourism poverty alleviation performance level in Gushi county. The development of rural tourism should greatly promote poverty alleviation in Henan province. The government should increase its support for the development of tourism to alleviate poverty, and maximize the effectiveness of rural tourism in poverty alleviation. In the next step, tourism poverty alleviation should focus on improving the living standards of residents in poor areas. |
