| ［目的］党的十九大报告中首次提出“实施乡村振兴战略”的创新发展理念，并将其作为国家战略的重要组成部分，明确了农业乡村优先发展的重要战略地位。农业科研试验基地作为农业科技成果推广和科技人才培养的平台，在推动乡村振兴发展中发挥着重要的枢纽作用。［方法］通过查阅文献，结合中国农业科学院烟草研究所三大试验基地发展实际，在分析农业科研试验基地发展方向的基础上，探讨试验基地在乡村振兴中发挥的作用，并提出落实措施与建议。［结果］农业科研试验基地在乡村振兴中发挥了科技引领作用，推动了产业融合，培养了人才队伍，促进了土地流转，助推了基层党建。同时提出应通过明确岗位职责、强化组织领导、加大政策扶持、完善考评机制、积极创新示范、鼓励合作共建等措施，体现农业科研试验基地在乡村振兴中的示范带头作用。［结论］因地制宜发挥农业科研试验基地潜能，落实乡村振兴战略部署，推动农业农村现代化发展。 |

| The innovative concept of pursuing rural vitalization strategy is the first reported at 19th CPC National Congress. As an important part of national strategy, rural vitalization clarifies the important strategic position of agricultural rural priority development. As a significant platform of agricultural scientific research achievement transformation and technical talent cultivation, agricultural scientific research base plays an important and pivotal role in promoting the development of rural vitalization. Base on the literature review and the development of the three experimental bases of the Tobacco Research Institute of CAAS, this study analyzed the development orientation of agricultural scientific research base and discussed the role of experimental base in rural vitalization, and put forward some measures and suggestions. The agricultural scientific research base had leaded science and technology, promoted the integration of the industry, cultivated the talent team, accelerated land circulation and boosted grassroots party construction. It presented the demonstration role of agricultural research base in rural vitalization by clearing responsibilities, consolidating organizational leadership, intensifying policy support, improving the evaluation mechanisms, innovating demonstration and encouraging cooperation. It concludes that the agricultural scientific research base should release potential abilities, implement the strategy of rural vitalization and promote the modernization of agricultural and rural areas. |
