基于Pareto最优的江苏省土地利用最佳集约度研究

摘要:
[目的]为避免土地粗放利用或过度利用,实现最佳土地利用效率提供科学依据。[方法]基于“Pareto最优”思想,以江苏省55个县域单元为研究区,建立土地集约利用水平与经济、社会、生态效益关系的曲线估计模型,利用LINGO软件求解多目标规划模型的“理想点”,得到土地利用的最佳集约度,并划分不同程度土地利用集约区。[结果](1)在2015年末的社会经济技术条件下,苏南、苏中、苏北土地利用最佳集约度分别为6 28796(万元/km2)、4 94400(万元/km2)、2 95470(万元/km2)。(2)总体上,研究区的地区经济水平与土地集约利用水平、土地利用最佳集约度呈正相关。(3)存在低度、中度集约区的经济、社会产出效益超过理想值,高度集约区的社会产出效益低于理想值的综合效益失衡现象。[结论]研究运用多目标规划模型的“理想点”法求解土地集约利用产出效益问题的Pareto最优解,较好地处理了最佳集约度难以定量求解的问题,对我国县域城市土地集约利用具有指导意义。

THE STUDY OF OPTIMAL INTENSIVE DEGREE OF LAND USE IN JIANGSU PROVINCE BASED ON PARETO OPTIMALITY

Abstract:
This research is intended to avoid extensive use or overuse of land, so as to provide reference for promoting optimal land use efficiency. Taking 55 county units of Jiangsu province as the research area, this research established the curve model to explain the relationship between land use intensive level and economic, social, ecological benefits based on the idea of "Pareto Optimality". Furthermore, the optimal intensive degree of land use was obtained by adopting the "ideal point" method of multi objective programming model, and land use intensive areas of varying degrees were divided. The results can be listed as follows. First, under the social and economic technology conditions at the end of 2015, the optimal land use intensity in the southern, middle, and northern part of Jiangsu is 6 287.96 (Ten Thousand Yuan/km2), 4 944.00 (Ten Thousand Yuan/km2), and 2 954.70 (Ten Thousand Yuan/km2), respectively. Second, in general, the regional economic level is positively correlated with the land use intensive level and the optimal intensive degree. Finally, there are low and moderate intensive areas whose economic and social output benefits exceed the ideal value, and high intensive areas whose social output benefits are less than the ideal value. The comprehensive benefits are unbalanced. In summary, the research uses the "ideal point" method of multi objective programming model to solve Pareto optimal solutions of output efficiency problems of intensive land use. Moreover, it not only deal with the problem of optimal intensive degree but also has a guiding significance for the intensive land use of county units in China.
