| ［目的］分析我国合理农业水价形成机制标准及其存在问题，提出改进方向，促进我国合理农业水价形成机制构建、农业用水高效利用和农田水利持续利用。［方法］在系统梳理文献的基础上，结合农业水价综合改革实地调研，综合研判农业水价形成机制存在问题，探寻解决途径。［结果］提出了我国农业水价形成机制合理性判别标准，指出了合理农业水价形成机制存在的问题，明确了改进的方向。［结论］合理农业水价形成机制构建具有紧迫性和现实性，农业水价合理形成机制首要补偿农业水价运行成本，回归农业水价基本功能，建立农业水价综合改革奖惩制度，同时开展农业水价合理分担理论研究。 |

| Abstract: |
| Establishing the formation mechanism of reasonable agricultural water price is of great significance for improving the efficiency of agricultural water use and promoting the sustainable utilization of farmland water resources. Based on the previous literature and field investigation of the comprehensive reform of agricultural water price, the paper comprehensively analyzed the existing problems in the formation mechanism of agricultural water price and explored the ways to solve them, and put forward the criteria for judging the reasonability of the formation mechanism of agricultural water price. It is urgent and has the practical significance to construct the formation mechanism of the reasonable agricultural water price, which includes the operation cost of farmland water conservancy facilities covered by the agricultural water price, the establishment of reward and punishment system for comprehensive reform of agricultural water price, and further research on the sharing theory of reasonable agricultural water price. |
