[目的]科学测度和评价健康城市建设与城市化之间的对立统一关系,是推动区域的可持续发展和美丽、健康中国建设的重要基础。[方法]通过均方差决策法和线性加权法测度两者的综合得分,并利用耦合协调度模型对两个系统间的耦合协调关系进行定量分析。[结果](1)2006—2016年宁波市城市化发展水平总体上处于不断提升阶段,而健康城市发展水平在经历初期的波动后也呈现稳定增长的趋势; (2)宁波城市化发展与健康城市建设经历了从不协调期向转型期发展过渡的演化过程,两系统的耦合协调度D值从2006年的0217增加到2016年的0722,并呈现由严重不协调期→基本不协调期拮抗阶段→基本协调磨合阶段,但还没有迎来高级协调的发展。[结论]未来,随着宁波新型城镇化和健康城市试点的持续推进,需不断提升城市健康环境水平、丰富健康城市建设内涵、注重新型城镇化发展的质量,切实保障城市化发展与健康城市的协调发展。 |

Scientifically measuring and evaluating the unity of opposites between healthy urban construction and urbanization is an important basis to promote the regional sustainable development and construct the beautiful and healthy China. This paper established Ningbo′s urbanization development and healthy city evaluation index system. The comprehensive score of the two was measured by the Mean Variance Decision Method and the Linear Weighting Method, and the coupling coordination relationship between the two systems was quantitatively analyzed by the Coupling Coordination Degree Model. The results turned out that (1) In general, the urbanization development level of Ningbo was on a continuous improving stage during 2006 and 2016. The development level of its healthy city showed a steady growth trend after experiencing the initial fluctuation. (2) The urbanization development and healthy city construction of Ningbo had experienced an evolution process from the incongruous period to the transition period. The coupling coordination degree (D) of the two increased from 0.217 in 2006 to 0.722 in 2016, presenting a changing trend as follows: the severe incongruous stage, then the basic incongruent and antagonistic stage, and the basic coordinated stage, but not yet entered into the highly coordinated stage. In the future, with Ningbo′s continuous promotion of new urbanization and healthy city pilot, it is necessary to constantly improve the level of healthy environment in the city, enrich the connotation of healthy city construction, pay attention to the quality of new urbanization development, and effectively guarantee the coordinated development of urbanization and healthy city. |
