| 摘要: |
| ［目的］系统揭示和重构产业发展与生态环境保护的内在关系。［方法］文章基于产业经济学、生态经济学等理论及产业生态化和生态产业化实践探索，对产业生态化和生态产业化的客观需求、基本内涵、实践路径等进行了系统刻画。［结果］我国生态文明体系正在加速形成，以产业生态化和生态产业化为核心内容的生态经济体系是其重要组成部分； 产业生态化是产业实现资源节约、环境友好、生态保育的过程，是产业绿色转型发展的过程； 生态产业化是生态产品服务的价值实现过程，是“绿水青山”转化成“金山银山”的过程； 目前产业生态化和生态产业化，均面临资金、技术、市场等困难，也存在一系列制度性障碍。［结论］为促进产业生态化和生态产业化进程，需要进一步改革管理体制、创新监管机制、建立健全规制，尤其要科学设计和运用政策工具箱，大力增加绿色产品和绿色服务的有效供给，满足人民群众日益增长的美好生活需求，加速美丽中国建设进程和全面富裕社会建设进程。 |

| In order to deeply reveal and comprehensively reconstruct the relationships between economic development and ecological conservation & environment protection, this article systematically depicted the practical demands, basic connotations and realization paths of industrial green transformation and ecological industrialization on the bases of industrial economics, ecological economics and series of practical explorations. The main research conclusions were showed as the follows. (a) China′s ecological civilization system was accelerating its formation. (b) The ecological economy system with green transformation of industrial development and ecological industrialization as its core content was an important part of the ecological civilization system. (c) The industrial green transformation was the process of resources saving, environmental protection and ecological conservation. On the other hand, the ecological industrialization was the process of realization of economic values originated from ecosystem, and the process of transformation of "Green Mountain and Blue Water" to "Golden and Silver Mountains". (d) Recently, the green transformation of industries and industrialization of ecological services were confronted with capital, technology and market problems, and series of institutional obstacles. So, it is necessary to reform management system, to innovate monitoring mechanism, to improve and perfect regulations, and increase the effective supply of green products and services. In particular, scientific design and use of policy tools for the transformation are indispensable. The terminal aims of all of these activities are to accelerate green transformation of industries and industrialization of ecological services, to meet the growing needs of the people for a better life, and to accelerate the process of construction of Beautiful China and Overall Prosperous Society. |
