我国粮食主产区生态与粮食安全耦合协调分析*——基于1995—2015年面板数据

摘要:
[目的]分析我国粮食主产区生态安全与粮食安全两者间的耦合协调状况的时空特征,探讨空间差异成因,为实现两者协同发展提供借鉴。[方法]文章运用耦合协调模型,选取13个粮食主产省(区)1995—2015的面板数据,测算生态与粮食安全耦合协调度,最后基于空间基尼系数模型对耦合协调度的空间差距进行分析。[结果](1)我国13个粮食主产区农业生态安全与粮食安全存在周期性偏离,不少年份处于濒临失调或初级协调阶段; (2)粮食主产区省域农业生态安全与粮食安全的耦合协调性差异显著,空间基尼系数呈双“W”型波动走势,未来空间不协同性有加剧的风险。[结论]粮食主产区必须明确粮食生产活动的生态底线,特别是在农业生态脆弱性较突出的产区,加强对农业生态安全与粮食安全协同发展情况的动态监管; 粮食主产区之间要建立有效的联动与反馈机制来解决区域耦合协调不平衡性,修复农业生态环境并充分挖掘自然潜力。

THE EMPIRICAL STUDY ON THE SPATIAL COUPLING OF ECOLOGY AND FOOD SECURITY IN MAJOR GRAIN PRODUCING AREAS IN CHINA*——BASED ON 1995—2015 PANEL DATA

Abstract:
This paper analyzes the spatial and temporal characteristics of the coupling and coordination between ecological security and food security in major grain producing areas in China, and probes into the causes of the differences, so as to provide reference for the coordinated development of the two. Using the coupling coordination model, this paper selected the panel data of 13 major grain producing provinces (regions) from 1995 to 2015 to calculate the coupling coordination degree between ecology and food security, and the spatial gap of the coupling coordination degree was analyzed based on the spatial Gini coefficient model. The agricultural ecological security and food security in China′s 13 major grain producing areas were periodically deviated from each other, and in many years were on the verge of imbalance or in the primary coordination stage. There were significant differences in the coupling and coordination between agricultural ecological security and food security in major grain producing regions and provinces. The spatial Gini coefficient showed a double "W" type fluctuation trend, and there was a risk that the spatial non coordination would intensify in the future. So, it must clarify the ecological bottom line of grain production activities in major grain producing areas, especially in the grain producing areas with prominent ecological vulnerability, it should strengthen the dynamic supervision of the coordinated development of agricultural ecological security and food security. And an effective linkage and feedback mechanism should be established between major grain producing areas to solve the imbalance of regional coupling coordination, so as to repair the agricultural ecological environment and fully tap the natural potential.
