| ［目的］新冠疫情下我国农业产业发展面临新问题、新挑战，金融支撑对农业产业发展至关重要，如何通过金融创新支撑农业产业安全值得研究探讨。［方法］紧密结合国家政策方针，运用逻辑推理与规范分析等方法阐明新阶段农业产业安全的极端重要性，提出农业产业安全需要在3个方面做足文章，同时，根据金融支撑的特征，提出金融支撑需要聚焦4个方面。［结果］农业产业安全的极端重要性体现在两个方面：一是形成国内循环为主、国内国际双循环格局的重要基础； 二是应对国际复杂多变形势，打好持久战的重要基础。农业产业安全需要突出粮食总量安全、突出生猪产能恢复提升、突出富民乡村产业。金融支撑需要聚焦产业、突出主体、优化环境、防范风险。［结论］新阶段和新形势下农业产业安全重要性认识需要进一步提升，金融如何支撑产业发展、支撑主体需求：一方面促使金融与财政保险、担保等政策工具有机结合，分散风险；另一方面要善用数字技术，通过互联网、物联网、大数据等掌控服务产业、服务主体的生产经营情况，预防风险发生、降低风险发生频率、减少风险损失。 |

| Chinese agricultural industry facing with new challenges due to the outbreak of epidemic. Therefore, the financial support is awfully crucial to Chinese agricultural development and how to ensure the agricultural industry through financial support is worth studying. This paper, which was closely connected with national policies and guidelines, analyzed the importance of agricultural industry safety in new stage by means of logical deduction and analyzation, pointed out three vital parts of agricultural industry security need to pay attention to, and put forward four aspects of financial support that needed focus on according to the feature of financial support. The results showed that the extremely importance of agricultural industry security could be embodied in two aspects: agricultural industry safety was the significant basis to form the domestic and international double circulation configuration which mainly in domestic circulation, and to cope with the complicated and changeable international situation consistently. Improving agricultural industry security must highlight the safety of total food amount, the recovery and improvement of pig production capacity, and the rural industry that benefited farmers. Perfecting financial support must concentrate on industry, emphasized subject, optimized the environment, and prevented risk. Under the new stage and new situation, we have to understand the extremely importance of agricultural industry safety further. Propping up industry progress and subject requirements need the help of financial technology. On the one hand, combined finance with policy tools like financial insurance as well as assurance to decentralize risks. On the other hand, utilizing digital technique well. Controlling the producing and operating situation of service industry and service subjects via internet, Internet of Things and big data to prevent risk, reduce risk occurrence frequency and decrease risk damage. |
