| 该文在分析课题制预算管理中存在预算编制、预算执行和预算控制方面问题的基础上,对课题制预算管理提出3个方面的对策建议:一是科学合理地编制预算,提高预算编制水平;二是严格预算执行,提高科技投入效益;三是采取有效的控制手段,保证预算执行。 |

| Based on the analysis on the budget preparation,budget implementation and budget control existed in the budget management under the project system,countermeasures in the following three aspects are put forward:firstly,work out the budget reasonably to improve the standard of budget preparation;secondly,be strict with the budget implementation to improve the efficiency of investment in science and technology;thirdly,adopt effective controlling measures to ensure the performance of budget. |
