| 随着近年来政府职能的逐步转变,所实行的国库集中支付、政府采购等多项改革,对国有资产的管理提出了新的要求,原有的国有资产管理制度已不能满足和适应新的要求,而制度的订立又还没有跟上,造成国有资产管理制度不够完善,管理过程无法可依、无章可循。该文针对计划经济体制下农业科研事业单位国有资产管理存在的弊端,提出农业科研事业单位国有资产管理的几点思路。 |

| Abstract: |
| With transition of government role and various reforms carried out on governmental purchasing,new requirements on state asset management are put forward.This paper suggests several thoughts on state asset management to deal with the existing preblems among agricultural research institutions under the system of planning economy as the original system couldn't satisfy the needs of the new requirements and there is no law and regulation to comply with as for the management procedure due to the lack of newly established institutional documents. |
