| 农地流转合同具有用益物权转移的法律效力,既能实现农地流转的公示公信,又能维护农民的合法权益。该文运用熵权与层次分析结合的方法,对成都市双流县9镇(街道)45份农地流转合同维护农民权益的效果进行了评价,并系统分析了合同维权效果的主要影响因素与差异原因,探讨了农地流转中存在流转行为不规范、农民收益偏低、农地质量下降等危害农民权益的隐患,并提出相关对策建议。 |

| The contract of agricultural land transfer has legal force, which can not only realize the land transfer justice, but also protect farmer''s legitimate rights and interests. This article evaluated the effects of 45land transfer contacts on protecting farmers'' rights and interests from 9towns in Shuangliu County, Chengdu City, using the methods combining the AHP(Analytic Hierarchy Process) with the entropy method, analyzed the main factors and causes impacting the effects of contracts, and discussed the hidden perils of farmer''s rights and interests in agriculture land transfer, such as nonstandard behavior, low income of farmers, decline of land quality. Finally, some countermeasures were proposed. |
