| 年12月1日起实施的国家标准GB 50500-2008《建设工程工程量清单计价规范》,从制度上建立了基本建设项目施工总承包人与发包人的公平合作机制,但在实际操作中,普遍存在招标人(业主)专业知识、专业化管理力量缺乏的现象,使得招标人(业主)在项目实施管理中承担了更大的管理风险,突出表现在造价控制方面。因此,业主必须充分认识自身的管理责任及承担的管理风险,采取切实有效的管理措施,做好项目实施前的图纸设计、工程量清单编制、合同编制等各个关键环节的工作,严把项目实施中的变更洽商关,最大程度地降低造价控制管理风险。 |

| The national standard GB 50500-2008, "the valuation standard of quantities of the construction projects " was implemented on December 1,8, which established the fair cooperation mechanism between the prime contractor and the developer, but practically, the tenderee usually lack of professional knowledge and professional management, which makes the tenderer afford more risk during the project management. Therefore, the owner must fully understand their own management responsibility and the risk, and must take effective measures to do well the design, the list of preparation, contract compile work before a project implement, strictly control the project change, so as to extremely reduce the cost control management risk. |
