论我国农业科研创新团队建设的制约因素及对策

摘要:
文章针对当前我国农业科研创新团队建设中存在的突出问题进行了全面分析,指出现行科技体制的弊端、团队运行机制的不健全和团队文化建设薄弱是当前农业科研创新团队建设的三大制约因素,提出加强农业科研创新团队建设的5项对策,即:形成长期稳定的公益类农业科研投入机制、提高团队领导者的领导能力、完善业绩测评体系、建立有层次性和针对性的激励机制、加强团队文化建设。

Abstract:
This paper analyzed the problems in the building of the agricultural research innovation team, pointed out the factors restraining the team building including the shortcomings of the current science and technology system, the deficiencies of the team operating mechanism and the weak team culture of innovation, and finally put forward 5countermeasures for strengthening agricultural research and innovation, namely, forming long-term stability of public input mechanism of agricultural research, improving the team leader''s leadership, improving the performance evaluation system, establishing a hierarchy and targeted incentives, and strengthening the team culture.
