| 基本科研业务费是调整和优化中央财政科技投入结构的重要举措,在储备科研项目、培养年轻人才团队、推动创新性研究等方面发挥了重大作用。该文总结分析了中国农业科学院“十一五”期间在基本科研业务费管理中行之有效的做法和取得的一些成效,提出了进一步加强管理、巩固并优化基本科研业务费的政策建议。 |

| The fundamental research funds was an important measure to adjust and optimize the structure of central financial investment in science and technology, and played an important role in storing research program, bringing up young talent team and promoting innovative research,etc. The paper analyzed the management and effect of fundamental research funds in Chinese Academy of Agriculture Science, and then put forward several proposals to improve the management of the funds. |
