| implementation effects of special funds of renovation and purchase in Heilongjiang river fisheries research institute were introduced. Performing management of the special funds was analyzed from 3respects such as project application, etc., and pointed out that project application should grasp the key link, a clear division of labor and responsibility to the people based on the institute''s actual situation.
