| 农村公共产品与服务有效供给是着力保障和改善民生的重要内容。湖南省近年来加大了对农村公共产品与服务的供给力度,农村基础设施以及基本公共服务体系建设成效明显。但是,湖南省农村公共产品及服务供给依然存在较多问题,乡村基础设施远远满足不了当地农民的需求,水利设施整体匮乏、村组道路进展缓慢、乡村教育与医疗亟待提高、科技服务急需完善。要扩大湖南农村公共产品与服务的有效供给,需建立以政府为主导、多方投入的筹资渠道；需科学构建农村公共产品与服务及服务供给的结构和优先次序；需健全农村公共产品与服务供给的监督机制和法律保障机制。 |

| Abstract: |
| An effective supply of public goods and services in rural areas can ensure and improve people''s livelihood. In recent years, Hunan Province increased the supply of public goods in rural areas, the construction of rural infrastructure and basic public service system had achieved remarkable results. However, there were still many problems in the supply of public goods and services, such as the lack of rural infrastructure, the scarcity of water conservancy facilities, and the slow pace of village roads, rural education, health care and technology services. To expand the effective supply of Hunan rural public goods, this paper put some suggestions including establishing a government-led and multi-investment sources, scientifically building the structure and priorities of rural public goods supply, improving the oversight mechanisms and legal protection mechanisms of the rural public goods supply. |
