| 廉政文化建设是提高反腐倡廉建设成效、全面建设小康社会的政治保证和文化支撑。文章深刻剖 析了腐败现象的主要表现，回顾了自2005年以来我国出台的反腐倡廉规范性文件及廉政文化建设情况，阐 明了廉政文化建设在党风廉政建设中的重要意义和作用，紧密结合农业科研院所特点提出了农业科研院所 推进廉政文化建设要“明确目标，突出重点，丰富内容，创新形式，加强领导”的对策建议。 |

| The culture construction of clean and honest administration is the political guarantee and cultural sup- port for improving the effect of anti-corruption and the construction of well-off society. This paper deeply analyzed the main performance of the anti-corruption， reviewed the regulatory documents of anti-corruption in China since 2005， and illustrated the important significance of cultural construction of a clean and honest administration. Final- ly， closely combined the characteristics of agricultural scientific research institutes， it put forward some suggestions on how to promote the cultural construction. |
