| 由于政策刺激和设立条件相对宽松，近年来农民专业合作社数量上有了快速发展，但农民专业合 作在实际运行过程中却存在着诸多问题，主要表现为设立门坎过低、设立目的不正确、合作社无“合作” 成了“空壳”、成员对“合作”认识模糊、合作社规模小层次低、组织和制度均不健全等等。因此对农民 专业合作社应从设立、验资、政策、服务等方面全方位加强引导和管理，逐步将农民专业合作引向规范化 发展道路。 |

| Abstract: |
| Due to the policy support， the number of farmers' professional cooperatives increased largely in recent years， but there are still many problems in the development of the farmers' professional co-operations， such as low threshold to set up the co-operatives， not correct goal， no co-operative members， small scale and low level， weak organization and system management and so on. So the farmers' professional co-operatives should be managed and guided from the aspects of capital verification， policies， services， et al.to gradually lead farmers' professional co- operatives to the standardized development road. |
