| 完善科研经费管理体制、提高科研经费管理效率是促进我国科技事业发展的基本保障。为规范科 研经费的使用，提高科技投入效率，我国出台了一系列政策措施，取得了一定的进展。但实际工作中仍然 存在一些问题。最近新闻、网络等媒体对此也有一些反映，引起了社会各界的关注。为此，该文基于发达 国家的经验，结合我国目前存在的问题，提出了政策建议。 |

| It is a basic guarantee to perfect scientific research funds management system and improve the efficiency of scientific research funds for the development of science and technology in China. To regulate the use of scientific research funds， improve the efficiency of investment in science and technology， China introduced a series of poli- cies and measures and made certain progress. But there were still some problems in the practical work which were reported by the news， internet and other media. Therefore， based on the experience of the developed countries， this paper analyzed the related problems in China， and put forward some policy suggestions. |
