| 近年来，国家各部委越来越重视项目成果的储备工作，一些国家重大科技项目必须经过征集入库 遴选之后才给予立项。该文分析了我国农业科研项目和科研成果管理中存在的主要问题和构建科研项目库 和成果库的重要意义，最后提出了建好“两库”的建议和对策。 |

| Recent years， the ministries and commissions of China pay more and more attentions to the reserve of projects and achievements. Some national science and technology projects had to be selected and collected before approval. This paper analyzed the main problems in the management of scientific research， and indicated the im- portance of the construction of projects library and achievements library. At last， it put forward some suggestions and countermeasures on building the two libraries. |
