摘要:
绩效管理有诸多的环节,绩效评估作为核心环节一旦出现问题的话,就会给绩效管理带来严重的 负面影响。而绩效评估又是一项技术工作,科研机构在评估环节中存在很多问题。该文主要从绩效评估实 施办法概述、绩效评估机制存在的问题和完善绩效评估机制的对策等方面来对江西省农业科学院绩效评估 机制进行研究。

Abstract:
On March 2008,in the first session of the eleventh National People's Congress(NPC) of the government work report, Premier Wen Jiabao put forward the implementation of”government performance management system”, which marked the beginning of standardization of performance management practices.Subsequently,the local gov- ernment launched a series of plans for performance management implementation. If performance assessment, which is the core of performance management,has a problem, it would bring serious negative impact on performance man- agement. Meanwhile, it is a technical work which has a lot of problems in the assessment link in scientific research institution. This paper studied the performance evaluation mechanism of Jiangxi Academy of Agricultural Sciences from the aspects including measures for the implementation of performance evaluation,the problems existing in the performance evaluation mechanisms and the countermeasures of improving the performance evaluation mechanism, and so on.
