公益性农科院(所)科研绩效评价指标体系的构建与应用*

摘要:
公益性农业科研院(所)在科技创新与科技服务中的战略地位决定了对其实施科研绩效评价具有重要意义。该研究根据科研绩效评价体系的设计原则与内涵要素,利用层次分析法构建了三级评价指标体系。基于实证调查的应用结果表明,将该开放型指标体系与模糊评价方法相结合,通过综合评价与分类排序能够获得同类评价对象之间的可比性,进而为决策部门提供可靠的判别信息与比较工具,为公益性科研机构的绩效管理提供更为科学的定量依据。

THE ESTABLISHMENT AND APPLICATION OF EVALUATION INDEX SYSTEM FOR SCIENTIFIC RESEARCH PERFORMANCE OF NON-PROFIT ACADEMIES (INSTITUTES) OF AGRICULTURAL SCIENCES

Abstract:
The evaluation in scientific research performance was very important in non-profit agricultural academies (institutes) due to their strategic position in technology innovation and service. The research adopted the analytic hierarchy process (AHP) theory to build a three-level evaluation index system for scientific research performance on the basis of its design principles and connotation elements. Results of applications based on the empirical investigation showed that the combination of this open index system with fuzzy evaluation methods emphasized comparability of evaluation object through comprehensive evaluation and classified sorting, which provided identification information and comparison tools for decision-making, and consequently provided the quantitative basis for the performance evaluation of non-profit academies (institutes).
