| Agriculture is the economic base of China. The agricultural research institutes are the main parts of the agricultural science and technology, which is the important support for agricultural development. The local agricultural research institutes are important force in the national agricultural research system. In the new historical period, the management method in the planning economic system need to be reformed and innovated to meet the requirements for the management of the knowledge economy and market economy. The scientific research environment need to be improved for mobilize the initiative and enthusiasm of the workers. |
