| 绩效管理现已进入有法可依的新阶段。近年来，财政部密集出台一系列配套文件，对预算管理长期以来形成的传统思维模式、权责构架、运行机制带来很大冲击。文章从实施财政项目支出绩效管理的重要性、当前绩效管理存在的问题和原因分析及如何提高财政项目绩效管理水平3个方面进行了阐述。 |

| The performance management provides the law basis in the new periods. In recent years, a series of regulations and documents issued by the Ministry of Finance had brought great effects on the traditional thinking models, rights and liabilities, and operating mechanisms of the budget management. This paper analyzed the importance, problems, and causes of the budget management. And then it put forward some suggestions to improve the performance management. |
