| 科技论文是科技创新活动的重要产出形式，也是当前科技领域信息交流和知识积累的主要媒介。在绩效管理与成果激励的大环境下，如何科学合理地进行以科技论文为代表的产出评价，对于现代科研机构稳定自身定位、谋划和推动中长期发展，具有重要意义。文章概述了当前国际科技论文评价的基本方法，分析了现代院所论文评价面临的主要问题，提出了回归科技创新本位，务求产出评价实效的一揽子解决方法建议。 |

| Scientific papers are an important output form of science and technology innovation activities, and also the main media for information exchange and knowledge accumulation in the current scientific and technological community. Under the environment of performance management and achievement motivation, how to scientifically and rationally make output evaluation represented by scientific papers is of great significance for modern scientific research institutions to stabilize their location, plan and promote long-term development. This paper summarizes the basic methods of evaluation of international scientific papers, analyzes the main problems faced by the evaluation of modern academic papers, and puts forward a package of solutions to return to the standard of technological innovation and output effectiveness. |
