| 国家重点研发计划是科技体制改革后形成的5类科技计划之一，其立项数量一定程度上反映了科研单位实力与水平。文章分析了2016~2017年中国农业科学院重点研发计划立项情况，并与其他同类机构开展横向比较。数据表明中国农业科学院在已启动的7个农业科技领域重点专项立项竞争中具有显著优势，在5个专项立项数量及资助经费总量中均排名第1。同时，存在学科发展不平衡，研究所之间立项差距过大、青年主持比例较低等问题。提出了应强化已立项项目管理、继续牵头开展重大选题凝练、推动新兴学科发展及培育青年科技人员等对策建议，以进一步强化中国农业科学院国家级科研机构的引领作用。 |

| The national key research & development program is one of the five science and technology plans formed after the reform of the science and technology system, and the number of project establishment reflects the strength and level of scientific research units to a certain extent. This paper analyzed the project establishment status of Chinese Academy of Agricultural Sciences (CAAS) on national key research & development program in 2016~2017, and compared with other similar institutions. The results showed that CAAS had significant advantage in seven national key research & development programs, the amount of project establishment and total funding ranked first in five national key research & development programs. At the same time, there was an imbalance in the development of disciplines, the gap between the research institutes was too large, and the proportion of youth scientist was lower. The paper proposed it should strengthen management of project establishment, continue to concise the major subject, promote the development of emerging disciplines, and cultivate the youth scientist in order to further strengthen the leading role of CAAS. |
