| 科研领域正在全面深化“放管服”改革，以转变传统管理职能，构建现代科研院所治理体系。在对自主治理理论的提出及其适用性进行分析的基础上，提出了在“放管服”改革背景下科研院所提升自主治理能力的建议，具体包括：调适政府与科研院所关系，推动科研院所自主治理； 发挥职工治理主体作用，建立健全科研院所内部法人治理结构； 构建科研院所内、外部制度体系规范，强化规则约束。 |

| The field of scientific research is deepening the reform of "Delegate Power, Improve Regulation and upgrade Services" in order to transform the traditional management function and construct the governance system of modern scientific research institutes. On the basis of the analysis of the theory of autonomous governance and its applicability, this paper puts forward some suggestions on improving the autonomous governance ability of scientific research institutes under the background of the reform of "Delegate Power, Improve Regulation and upgrade Services", including: adapting the relationship between the government and scientific research institutes, promoting the independent governance of scientific research institutes; giving full play to the main role of staff governance, establishing and perfecting the internal corporate governance structure of scientific research institutes; construct the internal and external system norms of scientific research institutes, and strengthen the rules and constraints. |
