农业科研单位外派挂职工作研究以中国热带农业科学院某研究所为例

摘要:
近年随着与上级、地方的交流工作不断加强,各单位陆续选派多名干部前往农业农村部、海南省各厅局、外省合作市、县等多地开展挂职锻炼。文章以中国热带农业科学院某研究所为例,对该研究所近10年的挂职派出情况进行整理、分析,拟构建未来派出人选的合理甄选方案,以期为领导决策提供参考依据,同时给予干部职工更加公平的锻炼机会,也为后备干部培养、青年骨干晋升等做好充分的前期准备。

Abstract:
In recent years, with the continuous strengthening of exchanges with higher authorities and local governments, various units have successively sent many cadres to the Ministry of Agriculture and Rural Affairs, departments and bureaus of Hainan Province, and other cities and counties in cooperation with other provinces to carry out on-the-job training. Taking Environment and Plant Protection Institute (HZS) of the Chinese Academy of Tropical Agricultural Sciences as an example, this paper analyzed the situation of HZS unit's temporary assignment in the past 10 years, and proposed to build a reasonable selection plan for the candidates to be sent in the future, in order to provide reference for the leadership decision-making, at the same time, to give cadres and staff more fair opportunities for training, and to make full preparations for the training of reserve cadres and the promotion of young backbone.
