农业领域国家科学技术奖分析与建议

摘要:
国家科学技术奖对促进科技支撑,引领经济社会发展,加快建设创新型国家具有重要意义。文章通过对2013—2018年国家科学技术奖农业领域评审组项目获奖情况、农业领域评审组之外的涉农项目获奖情况、所有涉农成果获奖情况及获奖项目学科分布、农业领域评审组形式审查和获奖率、获奖项目完成单位、获奖项目完成人和完成时间等情况进行详细数据分析,结果充分展现了国家科技奖励服务国家发展、激励自主创新、突出价值导向,公开公平公正政策的成效显著。同时,该文也发现了农业领域科技发展的不平衡、不充分和短板问题,并针对这些问题提出了对策和建议,为进一步提高农业科技创新能力指明方向。

ANALYSES AND SUGGESTIONS OF STATE SCIENCE AND TECHNOLOGY AWARD IN AGRICULTURE

Abstract:
State Science and Technology Award is of great significance for promoting scientific and technological support to lead economic and social development and accelerating the construction of an innovative country. According to State Science and Technology Award 2013-2018 agricultural field evaluation group project awards, awards of agriculture-related projects outside the evaluation group in the agricultural field,awards of all agriculture-related achievements and subject distribution of the winning projects,form review and award rate of evaluation group in agricultural field, detailed data conducted on the winning project completion unit, the winning project completion and the completion time. The results fully showed that the national science and technology reward served the national development, encouraged the independent innovation, highlighted the value orientation. The policy of openness, fairness and justice has achieved remarkable results. At the same time, this paper also found the unbalanced, inadequate and short board problems in the development of agricultural science and technology, and put forward some countermeasures and suggestions to solve these problems, so as to point out the direction for further improving the innovation ability of agricultural science and technology.
