| 皖北地区科技创新具有独特的基础和条件，对振兴皖北经济有着不可代替的重要作用。但新时代下皖北地区存在科技创新资源管理体制不合理，科技资源总量不大，投入不足，科技资源开放共享程度较低，各类创新主体角色错位等问题。从推动区域性科技创新资源共享服务平台建设，优化资源的共享渠道； 积极搭建产学研联盟，整合各方科技创新资源； 以构建科学资源交易体系为核心推行科技服务市场化等3方面入手，可以优化皖北地区的科技创新资源配置能力。 |

| The scientific and technological innovation in northern Anhui has its unique foundations and conditions, which plays an irreplaceable important role in revitalizing the economy of northern Anhui. However, in the new era, the management system of science and technology innovation resources in northern Anhui is unreasonable, the total amount of science and technology resources is not enough, the degree of science and technology resources opening and sharing is low, and the role of various innovation subjects is misplaced. From promoting the construction of regional scientific and technological innovation resource sharing service platform to optimize the resource sharing channel， actively setting up industry-university-research alliance and integrate various scientific and technological innovation resources，with the construction of scientific resource trading system as the core and the implementation of scientific and technological service marketization as the starting point, the allocation ability of scientific and technological innovation resources in northern Anhui can be optimized. |
