| 随着国家对农业科技投入的增加，农业科研院所面临着更多的机遇和挑战，农业科研管理制度改革和完善成为适应新形势、新任务的迫切需要，总结我国农业科研院所科研管理制度建设方面的实践探索，分析存在的问题，针对具体问题进行导向思考，提出了全员参与的科研管理制度构建和完善等对策建议，以此为我国农业科研院所科研活动的有序开展提供有力的保障。 |

| In China, most of agricultural scientific research institutes are facing opportunities and challenges with the increase of input into the national agriculture science and technology. And it is urgent to reform and perfect the agricultural scientific research management system under the present situations and tasks. On the base of summarizing the practices, it analyzed the problems and proposed some suggestions for constructing and perfecting the agricultural scientific research management system, such as the total-staff construction in order to provide strong guarantee for agricultural scientific research activities. |
