摘要:

国家近年出台了一系列科研经费管理“放管服”政策，解决了困扰科学家的一些经费管理问题。但是，科研经费报销难，仍然是近期科研经费管理调研的一个重要内容。文章结合农业科研单位科研经费管理经验，思考在农业科研单位试行科研经费报销的信用机制，尝试探索运用信用机制管理思路解决科研经费报销难题，陈述了试行信用机制的管理主要内容、流程、组织机构以及有关注意事项，供各位专家参考和批评。

Abstract:

In recent years, the central government has issued a series of policies on the management of scientific research funds, which have solved some problems in the management of scientific research funds. However, the difficult reimbursement of scientific research funds is still an important part of the recent scientific research funds management research. Combining with agricultural scientific research units of scientific research funds management experience, thinking in agricultural scientific research units for funding reimbursement mechanism of credit, try to explore the use of credit mechanism management ideas to solve funding reimbursement problems, stated the main content for the management of the credit mechanism, process, organization, and the matters needing attention, the experts for reference and criticism.
