摘要:

科研经费管理“放管服”政策深得广大科研人员的欢迎。但是，科研人员仍然反映存在科研经费报销难题，这个问题一定程度上干扰了科研人员的创新活动。文章结合农业科研单位科研经费管理经验，围绕经费报销相关各方面，分析农业科研单位科研经费报销难题产生的原因，思考解决难题的对策建议，供各位专家参考和批评。

Abstract:

Scientific research funds management policy of "decentralization, management and service" has been well received by researchers. However, researchers still report the problem of reimbursement of scientific research funds, which interferes with their innovative activities to a certain extent. Based on the management experience of scientific research funds of agricultural scientific research institutions, this paper analyzes the causes of the difficulties in the reimbursement of scientific research funds of agricultural scientific research institutions, and thinks about the countermeasures and suggestions to solve the problems, so as to provide reference and criticism for experts.
