农业种业科企合作逻辑动因及推进机制研究

摘要:
科企合作对于提升种业全产业链创新能力和核心竞争力具有重要意义。文章在梳理我国产学研政策演变的基础上,从交易费用理论和大市场理论的角度出发,分析了科企合作的逻辑动因,通过对比分析美国、德国、日本等发达国家科企合作管理模式,构建了科企合作背景下种业产业竞争力提升的创新平台及实施路径,设计了从合作共建、人才优享、保障运行、激励评价、知识产权保护分配等方面的推进机制,尝试对我国种业科企合作路径选择开展理论探索,以期破解种业科企合作中面临的难题,构建种业科企协同创新的生态体系,推动种业科技多要素协同创新。

Abstract:
The cooperation pattern of seed enterprise and scientific-research institutes has a great significance is of great significance for improving the innovation ability and core competitiveness of the whole seed industry chain. On the basis of sorting out the evolution of Industry-University-Research policy, and from the transaction cost theory and big market theory, this research analyzed the logical motivation of the cooperation between seed enterprise and scientific-research institutes, compared the cooperation management modes of seed enterprise and scientific-research institutes in developed countries such as the United States, Germany, Japan and South Korea, and constructed an innovation platform and implementation path under the background of the cooperation, then designed the promotion mechanism from the aspects of cooperation and joint construction, talent sharing, guarantee of project operation, incentive evaluation, intellectual property protection and distribution. With all that in mind, this study attempted to explore its path selection to find ways to solve the problems faced by the seed industry, build an ecosystem of collaborative innovation of seed industry, science and enterprises, and promote multi-element collaborative innovation.
