摘要:
党的二十大报告指出:“提升科技投入效能,深化财政科技经费分配使用机制改革,激发创新活力”。深化改革、提升效能,作为加快实施创新驱动发展战略的重要举措写入报告中,为各单位深化科研经费管理改革指明了方向。农业科研周期长、见效慢、公益性强,迫切需要从投入、分配、使用和监督等环节入手,探索建立符合农业科研规律的经费管理体制机制。

Abstract:
The report of the 20th National Congress of the Communist Party of China (CPC) pointed out that "improve the efficiency of scientific and technological investment, deepen the reform of the allocation and use mechanism of financial scientific and technological funds, and stimulate innovation vitality." Deepening reform and improving efficiency were included in the report as an important measure to accelerate the implementation of the innovation-driven development strategy, which pointed out the direction for each unit to deepen the reform of scientific research funds management. For agricultural research has a long cycle, slow effectiveness, and strong public welfare, it is urgent to explore and establish a funding management system and mechanism that conforms to the laws of agricultural research from the perspective of investment, distribution, use, and supervision. In recent years, the central government had continued to increase its investment in scientific and technological innovation, despite the general reduction of expenditure. Spending every penny well is not only an important indicator to evaluate the management of scientific research funds, but also an inevitable requirement to ensure the high level of agricultural science and technology.
