| 深化科技管理体制改革，加快建立符合农业科研规律、体现产业发展导向、推进产业经济升级的科技管理新机制新模式，对增强农业科技创新能力和推动农业科技强国建设具有重要意义。基于农业科研规律和特点，立足当前国家科技项目管理现状和存在问题，文章提出在战略方向上聚焦国家需求、在支持方式上突出稳定支持、在立项方式上强化分类管理和在过程管理上完善组织体系等措施建议，为创新农业科技项目管理提供参考。 |

| Deepening the reform of the science and technology management system, and accelerating the establishment of new mechanisms and models for industrial science and technology management that conform to the laws of agricultural scientific research, reflect the orientation of industrial development, and promote the upgrading of the industrial economy is of great significance to enhancing the ability of agricultural science and technology innovation and promoting the construction of an agricultural science and technology power. Based on the laws and characteristics of agricultural scientific research, and the current status and problems in the management of national science and technology projects, measures and suggestions are proposed to focus on national needs in the strategic direction, highlight stable support in the financial support methods, strengthen classified management in project initiation methods, and improve organizational systems in process management, so as to provide reference for innovative agricultural science and technology project management. |
