农业科研单位加强 “关键少数”监督体系建设研究

摘要:

文章以农业农村部部属事业单位中国农科院、水科院、热科院（以下简称“三院”）纪检组织履职调研为基础，对“三院”监督体系建设情况特别是“关键少数”监督的基本成效和存在问题进行系统总结，提出完善监督责任的基本途径。强化监督体系建设，首先要让主体监督责任先行，通过主体监督来带动专职监督和职能监督的落实，还要明确专职监督体系，做到“点”“线”“面”“网”高度融合，既加强横向监督，又强化纵向监督，把监督工作抓细抓实。

Abstract:

This research is based on a survey of the performance of discipline inspection organizations of Chinese Academy of Agricultural Sciences, Chinese Academy of Fishery Sciences and Chinese Academy of Tropical Agricultural Sciences (hereinafter referred to as the "Three Academies"), which are affiliated institutes of the Ministry of Agriculture and Rural Affairs. And it systematically summarized the construction of the "Three Academies" supervision system, especially the basic effectiveness and existing problems of "key minority" supervision, then it proposed the basic ways to improve supervision responsibilities. Finally, according to the results, it should strengthen the construction of supervision system, make the supervision body give full play its leading role, and drive the implementation of full-time supervision and functional supervision through supervision body, meanwhile, it should clear full-time supervision system, achieve a high integration of "points", "lines", "surfaces" and "nets" in terms of the horizontal supervision and the vertical supervision, so as to make the supervision in more detail.
