摘要:

【目的】作为“三农金融”的重要组成部分之一，农业保险对于推进现代农业发展、促进乡村产业振兴、改进农村社会治理、保障农民收益等具有重要作用，科技赋能是保障农业保险高质量发展的关键因素。【方法】文章在梳理相关文献的基础上，结合笔者实践深入分析了智慧农险的总体框架，围绕智慧农险4 个核心内容论述了其应用领域，并对智慧农险发展进行展望。【结果】涵盖数据感知、传输、处理等功能的智慧农险平台将充分支持多源数据在农业保险领域发挥价值，为种植险、养殖险、扶贫工作提供技术支持和风险保障，降低现阶段因数据缺陷导致的各类风险。【结论】面对当前和今后较长时间内农业保险高质量发展、科技赋能农业保险的迫切需求，智慧农险需要从系统性和整体性的角度展开综合研究，多技术集成、发展模式、创新推广模式和对产业支撑将是未来智慧农险的重要发展方向。

Abstract:

［Purpose］As one of the most important components of agricultural finance，agricultural insurance plays a significant role in promoting the development of modern agriculture，facilitating the rural revitalization，ameliorating the rural grassroots organizations and ensuring the income of rural. Scientific and technological empowerment is the key factor to ensure the high-quality development of agricultural insurance.［Method］This paper systematically proposes the overall framework of smart agricultural insurance，and describes the application， progresses and the four core topics of agricultural insurance based on the authors’ experience in agricultural insurance.［Result］The smart agricultural insurance platform covers data perception，transmission，processing and other functions，supports the value of multi-source data in agricultural insurance，and provides technical support and risk protection for crop insurance，breeding insurance and poverty alleviation，with less various risks caused by data defects at present.［Conclusion］For satisfying the urgent development needs of scientific and technological empowerment and high-quality development，smart agricultural insurance should be focused on the integrated studies from a systematic and holistic view，and the integration of technology，development patterns，extension pattern and the supporting function for agriculture will be the key development direction of smart agricultural insurance in the future.
